There is nothing in there about a router, its a Managed Core Switch and currently upgrading the SFP+ 1G to 10G LR

There are a couple of possible things, but I might be completely on the wrong track...
The M4300 clearly shows that you have not a remainer of the previous 1G optic that would force down the speed to 1G (some SFP+ are dual rate, but SFP doesn't support auto-negotiation), but check if there is a fixed speed setting on the S3300 side.
I guess you have certainly checked that you have not only changed the installed fiber from MM to SM, but also the patch on both ends cables? Have you tried swapping the polarity of the patch cables? Have you been able to get a link with a SM patch directly connected cable between both switches? (you need a LC-UPC to LC-UPC with blue connector on both ends)
Oh, and depending on your experience with SM fiber, that might be redundant knowledge to you: But if you have green connector boots indicating APC (angled physical contact) on the switch side, that won't fly either as you need blue connectors that stand for PC of UPC (ultra physical contact). On the patch panel you might have green ports, make sure the color of the patch cable
Mixing blue (U)PC with APC can actually lead to damaged connectors if both sides are using LC connectors. In some areas for this installers prefer using E2000 / LSH ports for single mode fiber.
Those are just some ideas, but I hope they give you some pointers where to look next.
