Update:
There seam to be two external ip address used in mobile broadband routers. The router ip address and the Internet port ip address. The noip service is returning the router external address. This ip does not seem to be accessible from the internet even though the ports are open. If I use the internet port ip address, I can link to the cameras. This address is dynamic so that's not really a solution. I don't see anyway of determining this address remotely.
I was plan on getting away from the mobile broadband router this summer so maybe I need to wait until then to get this camera working. This is not a business application so it can wait.
