MR1100 bandwidth

I think something funky is going on with my hotspot router. When I do a speed test on my phone while connect to the m1, i get close to 100mbps down and 35 up. If I try from any other device while connected to the same network, I get no more than 12mbps down but 25+up. 

Also, when I run the speed test from my phone, it automatically picks the correct local server that's close to my location. When ran from any other device, it selects a server 2 hrs away...it doesnt matter how many other devices I use, I'm basically limited to 10-15mbps. 

All tests were conducted with only the one specific device at a time. Same situation while connected  via ethernet. Can someone PLEASE help me with this? Its driving me crazy trying to figure it out.
