Try the following steps:
Remove the SIM card and power on the router.
If it boots successfully, enable Airplane Mode.
Change the network mode to 4G Only, then power the router off.
Reinsert the SIM card and turn the router back on.
I'm using an MR6150, and I experienced the same issue. With this method, I was able to boot the router in 4G Only mode.
If this works for you, it most likely indicates a firmware issue, and unfortunately there's not much you can do on your own. In my case, I downgraded the firmware and eventually found a version that allowed the router to boot normally in 5G mode again.
I'm not sure whether there is a firmware version for the MR7450 that fixes this problem. If there isn't, you'll probably have to wait for Netgear to release a firmware update that resolves the issue.
