Nighthawk m1 lights flashing with old and new battery

I have a Nighthawk M1 I bought it used almost a year ago, and from day one it would not operate with a battery. I have had it without a battery using it straight plugged in the whole time. The lights flash like crazy when the battery is inserted but never produces wifi or start up. is it possible I got 2 bad batteries or is this a common issue among M1's ?

    Have you tried factory resetting?
