Nighthawk M1 Router limited to 16 clients

Purchased a Nighthawk M1 Mobile Router model MR1100.  Specs states can support up to 20 Wifi clients but mine maxes out at 16.  Is there a setting that I need to change?

       What, exactly, does "maxes out" mean?  As usual, showing actual
    actions with their actual results (error messages, LED indicators, ...)
    can be more helpful than vague descriptions or interpretations.

      After connecting 16 WiFi devices, the 17th device cannot connect to the WiFi. Simply get connection refused, cannot connect to WiFi network. I’m using this the Nighthawk M1 as I cannot connect a hardline to where I am at. Also, all the device are connect to 2.4, not using 5ghz. Thanks for your help.
