slow wifi (.4 mbs ) ok when tethered nighthawk m1100

simple problem.
when connected via wifi i test speed of Ping 430 ms download 0.4mbs.upload 0.8 mbs. testing to melbourne telstra.
when connected via tether i get Ping 25 ms download 64.6 mbs upload 48 mbs,
this suggests that wifi is not working correctly.
Does anyone have a solution?
