Stuck on firmware 12.01.16.01 on second-hand MR6500 (AT&T branded)

Tried factory reset, booting up w/o battery, triggering update from both the device menu and the web portal. Keep being told the firmware is up to date. AT&T sim card is active and data is working just fine. Please help - so frustrating.
