Simple battery operated mifi should be fine at the begining. How many seats is there? Some operates up to 32 connections and some much less up to 10. So keep that in mind...

But it's not cheap -- $1000-1500. Plus the cost of data -- which will be very expensive.
- Cradlepoint routers are very low-grade devices. I've seen numerous major bus operators try them and eliminate them out of frustration.
- MiFi routers are NOT suitable for buses. That is terrible advice.
