Minimal in what aspect - just the availability of a MAC-based VLAN and a minimum of ports, cost, ...?
Many Netgear Smart Managed Pro models (if not all, don't blame me, I'm not Netgear) are offering MAC-based VLAN features. Models like GSnnnT[xxx] or GCxxx[X[xx]] or XSxxxT[xxx] designations - check the data sheet and user documentation on models you have in mind. Factors are number of ports, media types and speed of uplink ports, PoE versions, PoE budget, ...
From the management prospective, I would avoid handling MAC-based VLAN tables on the switches or the complete infrastructure - and head into a RADIUS-based port authentication, with the MAC-VLAN assignment done on the server instead of many distributed tables.
All decent Netgear Managed Switches include the full feature set.

Thanks Kurt,
That’s the minimal information I should’ve been able to receive from Pre Sales team, but I unfortunately have to look for such things from you guys. I think that gives me what I need. Is there a name they use for MAC-based VLAN's I need to look for in the tech specs or is the feature exactly like the name says?

I just looked and it seems the smallest simplest Managed switch should be able to do this. It's too bad I have to fish for this information here instead of Pre Sales being able to answer the simplest queries.
