Static IP Setup Question

I have had no luck so far. I am missing something here.
I plugged a Cat6 cable into port 1 on the M4250 and the other end in my laptop.
When I check Network Status in Settings I see my Wifi Router (which is connected to the internet) and below that Ethernet. When I select Properties under Ethernet it opens Unidentified Network.
I tried entering 169.254.100.100 into a browser with this result:
This site can’t be reached
169.254.100.100 took too long to respond.
Try:
- Checking the connection
- Checking the proxy and the firewall
- Running Windows Network Diagnostics
ERR_CONNECTION_TIMED_OUT
Then under Unidentified Network I changed the IP Settings from Automatic (DHCP) to Manual and entered the following.
IP assignment Manual
IPv4 address: 169.254.100.201
IPv4 subnet prefix length 16
IPv4 gateway 169.254.100.100
IPv4 DNS server 169.254.100.100
I hit save, opened a browser, entered 169.254.100.100 and got the same message as above.
Running Windows Network Diagnostic couldn’t identify the problem.
I tried the above steps using Google Chrome and Microsoft Edge.
I’m not sure where to go from here.
I am not sure what "untick any controls to automatically check the config" means or where to do it.

Thank you for selecting our M4250 series and extremely sorry about your initial setup issue.
Let me try two possible ways:
First, the M4250 support page provides an Installation Guide which explains how to setup your PC/Windows/IPv4 static IP address in your case. When you enter 169.254.100.201 as new static IP address in our Windows TCP/IPv4 settings, maybe enter Tab after typing 169.254.100.201, or enter manually 255.255.0.0 in the next subnet mask field. Then click OK/Apply, you can let all other fields blank, it doesn't matter here.
Second, we have a video explaining all possibilities for logging to the GUI out of the box, with or without DHCP server. This is M4300, but from this perspective M4250 is exactly the same. We show the static IP setting above, live: https://www.youtube.com/watch?v=oUKgRDC6NWQ
Now, there is no worries at all if you need hands-on help, we are here to help. Please send an email to ProAVDesign@netgear.com and ask if someone can call you back, explaining that you can't access the GUI/IP address of your new M4250 switch from your browser.
