Can you cut electricity to a particular IP?

Not direct with the IP address. The MAC address is the key - you find it on the device, the product box, on the router DCHP table or connected devices list, or on your computer eg. by ping the IP address (# ping 192.168.12.34) and permitting it's still alive check the ARP table (# arp -a) ... looking for the IP address.
Then login to the switch, check the Address Table for the MAC address discovered - there is also the port. Then to the PoE port config on the switch, and change the port power from enabled to disabled.
