    Checking the option "Disable Port Scan and DoS Protection" resolved the issue for me, even after subsequent power outages.

Instead of using the (unsupported, well possible incomplete, ...) CLI access use SNMP -> https://community.netgear.com/t5/Smart-Plus-Click-Switches/Switch-GS728TP-POE-Admin-enable-disable-via-SNMP/m-p/1574183/highlight/true#M9657

 

The GS727TP is a Smart Managed Pro switch, not a Managed Switch -> Smart / Plus / Click Switches (easy to overlook on the brilliantly bad community structure ChristineT  Christian_R )
