The IEEE standards require Ethernet link speed negotiation for Ethernet link speeds starting from 1000M, this is why there is no such control.
Such a control would won't magically fix anything on the issue - or more anwer your question. The majory of issues why a link is not operating at 1 GbE (or faster) is caused by bad, wrong wiring, cabling, or poor connectors. For these link speeds, four pairs are required. In case one of the four pairs isn't correctly working, only Fast Ethernet (100M) - requiring only two cable pairs - is workable.
Not a switch problem at the end of the day....
