Is this feature possible on my NETGEAR Switch S3300-PoE+ (28 Ports)?
It seems that this somehow refers to STP (Spanning Tree Protocol). STP is supported on the S3300 series switches. To learn more about STP, kindly check the article below:

Second thing: How can I configure the POE the following:
PoE was configured in such a way that the access points remain
in operation if the PoE budget is exceeded
and the other devices in the network deactivate the one with the highest consumption first.
I believe this should automatically work on the S3300 series switch. Kindly read about PoE Classes here.
