MESH is for wifi. It will do nothing to help your phones maintain a connection to the mobile phone network.
Your other problem as well is the metal buildings themselves. Metal is great at blocking wifi. You could have amazing coverage inside the building but when you go outside, non of the access points are broadcasting through the metal so they'll drop outdoors (unless you setup outdoor coverage as well).
With as many access points as you'd need to cover that much area in each building, you might be better off to check into the business line of access points.

That was my thought too. This is quite a bit of real estate to cover. But given the lack of any useful information on the number of users and what they are up to, I started off with a question that tried to get some details on that front.
Another suggestion is to look at the product pages:

I can't recall that any product pages suggest what will work in what is effectively a Faraday cage. Maybe the buildings are wired together n some way. That would open up other lines of thought.

Not a lot of users but lots of devices usually on a couple active at a time.
Terrible cell service so we use the wifi assist.
