JGS524V2 port "mirroring" issue

I have a JGS524V2 unmanaged switch that appears to be "mirroring" ports.  For example, when I plug a cable into port #1, port #13 also lights up.  Port #2 activates port #14.  If I plug the cable into the higher numbered port, say, Port #13, then port #1 will also light.

Is there a way to "un-link" these ports, or is this switch simply dead?
