Switch GS305v3 slow after a few minutes

Hello,

 

I'm using a GS305v3 in my newtork. I noticed a few days ago that it only  has a speed of about 90 MBit. After switching it off and on, the speed is about 900 MBit, and after maybe 20 minutes again only 90 MBit. Because I thought it's damaged, I purchased a new one, the same model. And it has got the same behaviour. After a few minutes the speed goes down to a tenth...

Is this really normal behaviour?
