FVS318G LAN hosts can't ping each other by name, only by IP

You're going to wait a long time to hear a Netgear employee say that - this forum is hosted by Netgear, but any Netgear employee on here, is here in a personal capacity.
Anyway, for what it's worth, the FVS318G does not have that capability, it can be used as a DNS proxy, but not as a DNS server - as you have seen it forwards your DNS requests, and returns the resolved addresses, however it is incapable of holding DNS records for the local hosts, which aren't held anywhere outside of your LAN, so local name resolution fails.
