The settings looks good, try changing the WAN users to "ANY" and see if it will make any ddiference. What modem are you using?

Hi JohnRo,
I have tried set the WAN users to "ANY" already, aslo checked the the setting on UltraVNC is fine. I tred set the port forward on Netgear JNR3210 is work. So, I don't have any idea. The modem is provided by service provider, I have no idea what modem.

Hello ChunLee,
NAT(Network Address Translation) and Classical routing both performs routing from WAN to LAN. You usually use NAT when the ISP gives you a single IP address, what NAT does is convert the Public IP (IP given by ISP ex. 98.245.153.xxx) to local/private IP (192.168.1.x). Classical Routing is almost the same but it is routing withour NAT, you use this when the ISP gives you multiple public IP addresses - you will be able to use the public IPs directly to the PCs or devices, it eliminates the translation part, instead of giving the devices a local/private IP each device gets a public IP address.
Which one of these routing features are you using?
