OK. It appears that we finally have it working.
This is using an FVS336Gv2 and we updated the firmware to the latest. Perhaps this was the key change.
The clients are 5.51.001
Service: "IKE and AuthIP IPSEC Keying Modules" is Disabled.
It worked fine for Windows 7 but Windows 10 required that we uninstall the client and reinstall it after the router firmware change.
Now it seems to be working for all the Windows 10 machines.

I did that but no change on one that doesn't work.
The Console shows repeated:
Default (SA Ikev1Gateway-P-1) SEND phase 1 Aggressive Mode [SA] [KEY_EXCH] [NONCE] [ID] [VID] [VID][VID][VID][VID]

What VPN software version are you using? Can you please test this version of the client software? Also, as what DaneA suggested you also have to run it in compatibility mode.

So, the suggestion is to use the older version of the client software? Actually have done that as well.
Also have done, as I said, everything that's suggested including the compatibility.

It seems that you have exhausted all of the possible steps on your end. You may want to consider to contact Netgear Support to have your problem be checked and logged: http://support.netgear.com/general/contact/. Just to set your expectation, a support contract might be offered to you if ever your Netgear device is out of support warranty.

I justed tested it with my Windows 10 machine and it worked fine, connected and was able to access remotely.
It could be a configuration issue. My version of the software is as follows:
vpnconf.exe 6.12.001
tgbikeng.exe 6.4.1
comlib.dll 4.1.0.1
tgbstarter.exe 4.2.0.4

What router and firmware is it interfacing with?

The VPN software is really the same on all of them I find.

Here are the files on one of the Windows 10 systems that does not connect:
vpnconf.exe 6.1.2.1
tgbikeng.exe 6.4.1.1
comlib.dll 4.1.0.1
tgbstarter.exe 4.2.0.4So, it looks rather the same as ones that do connect.... but not identical to the one reported above..
So, I got 6.12.001 and still have the same problem.
The process keeps repeating this (from the Console):

I recently installed a PLW1010 and found the WiFi power level to be rather low. A laptop or a phone within 5 feet line of isght would only show 3 of 5 bars and my WiFi monitor would only indicate -50dB at the same distance. I would have expected more like -30dB.
Is it a bad unit or is it a typical unit?
