Configuration Issue or something else going on?
Trying to figure out if have something configured wrong or what as I am on a Cox Gigablast 1Gbps connection yet my internet is painfully slow like I mean less then 1Mbps when I do speed test... Eve...

Sadly you need to take it a step at a time. I'd recommend buying a usb---ethernet adapter to test with. They're fairly cheap and come in handy.
start at the modem. I know the technician already did but it wouldn't be the first time they said something worked when it didn't.
Also, the TM3402A has 4 ethernet prots on the back but the average user can only use 1 (unless you pay for a business class line or for multiple public ip addresses).
So start at the modem. Check the speeds.
then connect the router (need to reboot modem) and test the speeds.
Then move to your switch.
Find out where the slowdown happens.
otherwise you have a complex network with many things that could be the issue. We need to isolate where it is instead of taking guesses.

My TM3402A appears to only have 2 ethernet ports one of which Cox has covered with a sticker so cannot use leaving only 1 ethernet port.
Thing is xbox and everything that is connected via Ethernet gets 400Mbps+ issue only appears to be with things connected via WiFi.

Yes all wireless connections are slow
Yes all wired connections get full or close to full speed.

Then start back at basics.
Something isn't right if both your router AND the access points are slow.
If it was a simple settings issue with 1 device, then one of the other devices would have full speeds.
So start with just the modem and router with everything else disconnected and shut off.
Get the modem and the router to full speeds first. KISS (keep it simple)
If you're getting full wired speeds from the modem and then full speeds with the router connected, then we move on to wireless with JUST those 2 devices.
Then you'll start trying random different devices and configurations with your router.
