I'm just an (active) normal and non-privileged user here, so receiving virtually dozens of such emails, the URL format is like this (these are real ones taken from the notification I've received)...

...and does perfectly point to the very exact reply. Community sections which are open show the reply. Restricted sections require a login, and so is if you intend to reply.
Check your undefined email service, email client, look for some Internet Security junk having his fingers in your data path. Almost convinced this isn't a community SaaS (very popular with many other brands for the similar purpose!) or a Netgear problem.

The notification with the bad link appears to have come from a daemon that runs outside of the standard notify-when-post-is-answered process. That email seems part of some kind of community engagement process, as noted in the subject: "Did you get the answer you needed?" This appears to run when a post has a reply, but the OP hasn't marked the issue as solved after a given time.
The standard notify-when-post-is-answered emails do contain valid links, as you noted, but these other engagement messages appear to be badly formed.
