Hi scotty134,
You may use the WAC730 with either the XS716T switch or the XS716E switch. If I were to choose, I would prefer the XS716T. One reason is because the XS716E only supports static LAG while the XS716T supports static LAG and LACP.
For me, a wireless controller is not appropriate since you will use only 2 WAC730 access points. I suggest you to configure an Ensemble Mode Management. To know about Ensemble Mode Management, kindly access the article below:

Yes, you may connect the JGS524Ev2 to the XS716T. The XS716T supports 100Mbps / 1Gbps / 10Gbps of ethernet connection on all 16 ethernet ports while the JGS524Ev2 supports 10Mbps / 100Mbps /1Gbps of ethernet connection on all 24 ports. Be reminded that you will just have 1Gbps of ethernet connection when you connect any ethernet port of the JGS524Ev2 to any ethernet port of the XS716T.
Kindly check their specifications on the links below:

I see.
In example:
If I will connect NAS storage 10Gb to XS716T and 2 PCs with 10Gb to XS716T. This PCs will have 10Gb connection to NAS. After if I will connect JGS524Ev2 to XS716Tthen all users which is connected to JGS524Ev2 will have 1Gb connection to NAS. And same thing if users with 10Gb connection which connected to XS716T will try to go through JGS524Ev2 then their speed will droped to 1Gb. Right?

Yes, you are right. If you like to achieve 10Gbps of ethernet connection all throughout, you might want to consider getting another XS716T.

Thank you for clarifying. I will have for sure some 100Mb/1Gb staff it's like LAN printers, phones, laptops and all this staffs doesn't need to be on 10Gb network. That's why I want to add 1Gb simple switch for this requirements.
Thank you so much for help!
