Not for these Business Essential Wireless APs - which are intended mainly for small standlone installations however.
Of course, Netgear does offer a cloud based system Netgear Insight, with no need for a physical hardware controller, for any number of AP, covering one or mutiple locations - scales from two APs to hundreds on different locations. However, Insight makes an extremely convenient tool for two or more APs

in case you are operating the SSID just on WPA2-PSK (WPA2-Personal) all you have to do is to configure the same SSID, and the same PSK (Wireless Password) to the on both WAX214v2. No infrastructure or cloud controller required.
In case you intend to deploy WPA3-PSK, the roaming will happen, too, slightly delayed - because each wireles client has to re-authenticate on the other AP.

The GS316EP is in it's core an unmanaged switch with an added-on uC serving the Web UI, handling some IGMP Multicast capabilities (to avoid the IGMP-Multicast-traffic will be re-broadcsted to every device connected on every other port), and the legacy Netgear Switch Discovery protocol (also with some config features, deprecied tough, thus disabled by default). Either way, there is nothing else a switch will have to assist the AP or the clients.
