It seems like the Insight management platform is not updating the configuration as expected when you try to change the management IP settings.
To disable Layer 3 routing on these switches, you can follow these steps:
1 )Access the switch through the web interface using the original IP address (176.100.1.148).
2) Go to the "Network" or "System" section of the web interface.
3) Look for options related to Layer 3 or IP routing settings.
4) Disable or turn off the IP routing feature on the switch. This will remove the default route and prevent the switch from acting as a Layer 3 router.
Then you need to configure the desired management IP settings You mentioned you want to use the IP 192.168.100.28 for management. You can try Assigning IP to VLAN 1
Please follow the steps below :
1)Go to the "VLAN" section of the web interface and select VLAN 1.
2)Configure the IP address, subnet mask, and default gateway as follows:
* IP Address: 192.168.100.28
* Subnet Mask: 255.255.255.0
* Default Gateway: 192.168.100.1
And next, you can Create a dedicated management VLAN
- Go to the "VLAN" section of the web interface and create a new VLAN (e.g., VLAN 99) for management purposes.
- Assign a port to this new VLAN (e.g., one of the unused ports).
- Configure the IP address, subnet mask, and default gateway for VLAN 99 as follows:
- IP Address: 192.168.100.28
- Subnet Mask: 255.255.255.0
- Default Gateway: 192.168.100.1
After making these changes, make sure to save the configuration and let the switch apply the settings.
And we suggest you backup the configuration in case you need to revert any changes.

Only problem is that none of those options are available on a switch that is in Insight managed mode. You can go to the local UI and login but all you can do there when the switch is in insight managed mode is basically look at logs, reboot it, export configs, and turn off Insight managed mode.
