Not sure if this is relevant: Local time isn't the most useful setting, because switches (almost in general through the IT industry) don't have internal battery backed RTCs, Possibly, the switch does fall-back to NTP because thee is no meaningful date/time setting after a reboot.

This mean all GC Netgear have to be with battery that local time will save after restart ?

Well, there is no battery powerd RTC on these switches.

In my understanding (but I would have to check) the Web UI local allows to sync the time from the computer accessing the Web UI once. Sorry, in production environments sntp or ntp is the industry standard.
