Sorry for this issue, and no - this is absolutely not normal.
Please send an email to ProAVDesign@netgear.com with the tech-support file out of the switch (AVUI Diagnostics\Support Diagnostics). You can also include a link to this post if you want, instead of repeating everything.
With the TS file, one of the ProAV Design SEs in your region / time zone will rapidly find the root cause and help you.
Without it, we cannot do anything else than guessing, but maybe also take a look at https://community.netgear.com/t5/Pro-AV-over-IP-Switches/M4250-40G8F-PoE-with-crestron-NVX-having-multicast-issues/m-p/2399129#M810
If this is your case, and the Management VLAN is down (Default VLAN 1), you should delete that Crestron Profile VLAN, and edit the Default Management VLAN 1 instead, applying the Crestron profile template to that VLAN 1.

Pretty sure I kept the default vlan but will have to return to site to be check. I will provide the support file like you suggested when I have a chance. Thanks for responding so quickly!
