I am sorry for your issue, to me a software upgrade was interrupted and now the switch is "bricked".
Can you follow my previous indications here: https://community.netgear.com/t5/Pro-AV-over-IP-Switches/M4250-pinned-at-full-fan-speed/td-p/2378150
If the issue persists, please email ProAVDesign@netgear.com and one System Engineer will come back to you and help you fix it (the switch needs to be downgraded, and when all ports are fine again, re-upgraded to the latest).

usually how long does it take to reset and operate normally? or is there any configurations required after pressing that reset button?

If the switch is fine, 120 seconds after hard reset before the traffic starts flowing.
But in your case, the software might be corrupt, this is why I think you need to install the USB driver ( https://www.netgear.com/support/product/m4250/#download ) and observe the console during boot. I think the switch needs to be re-flashed. If the steps during my previous post I indicated to you aren't working, please email ProAVDesign@netgear.com
