Yeah, the "proceed" option is before the ERR_SSL_KEY_USAGE_INCOMPATIBLE error message.

Nothing I can do for you except of pushing Netgear again to create and distribute new self-signed certificates ... as I wrote in the post referred above. Not deep enough in the Chromebook world anymore, suspect a similar workaround might be possible. Say thank you to Google for pushing forward much to fast ....
You might have to go with the Chrome Beta and take controls of the extperimental features https://support.google.com/chrome/answer/10612145?hl=en
