RBR50 Circle not enforcing time limits on Amazon Fire Stick

I have an Amazon Fire Stick mostly used for streaming Netflix. Circle is completely unable to manage this device. I can see it in the app and apply policies to it but policies have absolutely no effect. As a test I put a 1 hour time limit this morning. The device played S3 of Daredevil nonstop. Thats about 12 hours! I manually paused it about 4 hours ago. Still streaming. If I turn off the internet, streaming stops in about 90 seconds so its not a cache issue.  Other devices work well. Any ideas?
