Smart Parent Controls not blocking VPN

I have an RBR850 three unit mesh system with Smart Parent Controls subscription. I just learned today that even though I have my kids profiles set to disable internet at 11pm, they can still connect a VPN and access anything. Under Content Level - Categories, the VPNs and Proxies are also blocked full time in their profile. After catching them and taking away all their devices indefinitely, they admitted to being able to do this as long as they can remember, so this isn’t a new bug. This is super disappointing for a product this expensive. Basically the parental controls are completely worthless, and worse, it doesn’t even show usage on their profile.
