The address is in the 100.64.0.0/10 block. Technically not "private", but not "public" either. Instead it is "shared" within each ISP. See https://en.wikipedia.org/wiki/IPv4_shared_address_space
The address block is specfically reserved for CGNAT (as your bottom screenshot suggests). It was carved out in 2012, when the IETF adopted RFC6598. This was one of several measures taken in that timeframe to manage IPv4 address exhaustion.
Like private addresses, these are not internet routable, because all ISPs deploying CGNAT are re-using the same addresses. This is analogous to private addresses being re-used by all home routers. They are of course routable within each ISP, just like private addresses are routable within your home network.
