Is there a way to set specific time restrictions on individual devices? For example, cut off access to an iPad at 9pm until 6am, cut off access to a laptop at 10pm until 6am, etc. It looks like I can...

This feature is not supported by device. You can look into the Parental Controls feature and check if this is something that you can use. The link below may help out.
