Looks like it has been changed and disabled to avoid double NAT with the ISP gateway.

The internet setup screen clearly shows the router is connected to a gateway, since the WAN is a 192.168.1.x address.
But double NAT is not as evil as many posters here suggest, and isn't related to the problem vish_at is asking about. The only ways to avoid double-NAT are to set up the ISP gateway in bridge mode, or set up the MR60 as an AP. Disabling the LAN DHCP server range settings won't do it.

That would be good to know. Often the goal is to allow some static IP addresses. But whatever the reason, it should work.
vish_at - have you tried changing the starting IP address from 2 to 6? Does that also fail to stick?
Have you tried doing a factory reset of the router?

Again, as soon as I click Apply, the router reboots and reservation goes away and router goes back to default set up. No changes work, everything goes back to default.

Can you make changes with out the router connected to the ISP modem/router and PiHole at all?
Does setting up a IP address reservation for just one connected PC work at all?
What happens if you change the MR IP address to begin at 10.0.0.50 and end at 10.0.0.200?
Then set a static IP address ON the PiHole to .37 here?
What happens if you change the MR IP address to 192.168.0.1 and then set the DCHP range to 192.168.0.100 to .200?

What is the Mfr and model# of the Internet Service Providers modem/ONT the NG router is connected too?
You seem to have a router at the ISP level since your IP address seen on the MR seems to be a 10.0.0.x address as this indicates the MR changed from 192.168.1.1 from default to avoid what was seen at the ISP modem level that it maybe using here.
What browser are you using on the MRs web page to make changes?
Try making changes with the MR disconnected from the ISP modem/router.

Yes, double NAT isn't preventing the DHCP pool range assignment for the OP.
