cant change IP address range values in LAN DHCP setting

So I took out my MR60 and checked this with mine.
MR was priviously set for 192.168.63.1 with a range of .100 to .150.
Connected one ethernet PC to MR and didn't connect the MR to any modem or ISP service.
Using MS Edge, I was able to change to 10.0.0.1 for the MR and set DCHP range at 10.0.0.2 to 10.0.0.250 and hit apply. MR rebooted. I disable the ethernet adatper on the PC and renabled it to ensure it refreshed the IP address. IP address on PC changed to a 10.0.0.# address.
Logged in and 10.0.0.x configuration was set and persisted:
I then connected the MR behind another router using 192.168.1.1 subnet and MR is still currently online and working.
FW is one behind on my MR60.
