Ya that shouldn't happen. Everything LAN side should will work if the WAN side doesn't get internet services.
What is the Mfr and model# of the Internet Service Providers modem/ONT the NG router is connected too?
Be sure your using a good quality LAN cable between the modem and router. CAT6 is recommended.
So this happens if you turn OFF the MS and just have the MR running and a couple of LAN devices connected to the back of the MR, emulate disconnecting the ISP modem from the MR and connections between the LAN devices stops?
Any feature services enabled like IPv6, Armor, or SPC on the MR?

I'll have to try the test you're suggesting; however, I can say IPv6 and Armour are disabled. Not certain what SPC is.
As far as the test you suggest, it sounds like you are saying to turn off the satellites and connect devices via cables on the MR, don't use WiFi. Is that correct?

No, just wondering if you do turn OFF the MS and then connect ethernet to the MR. Then disconnect the MR from the ISP modem, do the ethernet connected devices still get an IP address and able to see each other. Reconnect the MR to the ISP modem after trying this quick test.
SPC is Smart Parental Controls. Maybe seen on the Nighthawk app.

Sorry about the delay.
My ISP modem is an Arris NVG448B.
I tried numerous things.
I already have a computer attached to the MR via wire. I connected my main computer I use that is on wifi via wire also. I did turn off wifi on the main computer. I then unplugged both MS satellites. I started a ping on the main computer to a roku device that is connected to the MR via wifi.
I then booted up my laptop and it created a wifi connection to the MR. I started a ping session on the laptop to the main computer. I used remote desktop from the main computer to the laptop.
At that point, I removed the connection from the modem. Everything stayed connected. I reconnected the modem at this point.
Plugged the MS satellites back in and removed the wire connection from my main computer and it established a wifi connection to one of the MS. I then used remote desktop again to the laptop (still connected to the MR) and then disconnected the modem from the MR. Connection did drop once and then came back.
I reconnected the modem and then got my laptop to connect to the MS. At this point, it's basically what I normally have. I restarted remote desktop again and then disconnected the modem one more time.
The connection did drop and I ended up logging onto the laptop directly. I could see the ping was failing to the main computer. After a few seconds, the ping started to work again and I was able to re-establish the remote desktop connection. After this, the connection seemed to be holding.
The whole time I did this, the ping between the main computer and roku device did not drop other than when I switched from wired to wifi.
In the past when the internet did drop, I could not re-establish the remote desktop connection to the laptop. I'm not sure if it was me logging into the laptop directly that helped or perhaps simply letting the MS satellites reboot.

Couple of options,
1. Configure the modem for transparent bridge or modem only mode. Then use the NG router in router mode. You'll need to contact the ISP for help and information in regards to the modem being bridged correctly.
2. If you can't bridge the modem, disable ALL wifi radios on the modem, configure the modems DMZ/ExposedHost or IP Pass-Through for the IP address the NG router gets from the modem. https://kb.netgear.com/25891/DMZ-on-NETGEAR-routers

3. Or disable all wifi radios on the modem and connect the NG router to the modem, LAN to LAN configure AP mode on the NG router.
