I got out an MR60. Connected to my network in 'router' mode and changed the WiFi SSID from the default value to 'MR60Test'. It appeared on WiFi on channels 1 and 153 as expected.
Then changed to AP mode, and it continues to appear on channels 1 and 153 as "MR60Test".
This MR60 is running firmware v1.1.8.142_2.0.69.
What firmware is on your MR60. Have you done a Factory Reset on it?

Same here on my MK62 system (MR60 router, 2x MS60 satellites), all operating on MR60 / MS60 Firmware Version 1.1.8.142.
Needless to say pushing the config (like the SSID, ...) from the MR60 (or the MS60) requires a workable backhaul on an established connection for all the MR60 and the MS60.

Something to keep in mind is the MK60 series was a pretty low performing mesh system because it didn't have a dedicated backhaul and not a very fast front haul. I'm half impressed it even runs with 4 satellites.
FWIW: These systems were offered as MK62, MK63, and MK64 ..., so out of the box with one and up to three satellites.
A moderator has moved this thread to the Nighthawk Wi-Fi 6 (AX) Mesh Systems | NETGEAR Communities section as we talk of an MR60 (MK6x Kit) here.
