Not seeing that on my 870 series:
Did you set up the system initially with Orbi app or have any SPC enable or had a trial running on it at any point in time?
Been like this for a while now. I think started back on the AX series.

No.

Netgear triggered an Armor subscription as part of the last beta. Not something I asked for (and there was no opt-out). It has since expired. Pressing "security" in the app just gives me a subscription renewal nag- no way to dismiss it, and get to ACL there.
Looks like they also enabled SPC - which expires next month. I'm not seeing any way to get rid of that in the app either.

Usually either Armor or SPC enabled will change the routers WEB page to direct users to the Orbi app.
Not sure if disabling those with in the APP will change the routers web page will change it back like mine. I do a factory reset with mine and setup from scratch with a web browser, don't use Orbi app and the Access Controls are seen there on the routers web page.
