sorry - a bit of clarity. When I switched satellites it didn't matter which satellite was in that room it was still reading the same speed. So I'm extremely confident it's the location.
Also - when I check for firmware updates it tells me I'm up to date but my router and 2 of my satellites are at 4.6.9.11 and the one that's not performing is at 6.3.8.5 so... not sure why 1. they're different and 2. why they aren't reflecting as the most recent version even though when I check for updates it tells me I'm good.
I've tested the speed off my phone as well as off a laptop (her work pc in her office)
both the phone and the pc are registering as being on that satellite. (however I don't know how to force the connection to a specific satellite even if I wanted to)

This is a common complaint about Orbi Firmware Update checks. (and, nobody seems to know "Why?")
One recommendation is to start with the original package model number (such as RBK753 - "K" for "Kit"). Enter the model number in the Netgear Support web page:
https://www.netgear.com/support/, select it from the drop down menu, and then select Downloads. This will (most of the time) display the most recent firmware release and a link to the download site for it.
