My next step is buying a new router and set it up. If it works, then I can assume the Orbi is the issue. If it doesn't, then I will assume the issue is with my Verizon modem and call them for service.

Next step should be updating FW as suggested.

All this with out the RBR being connected to the ISP modem.
Would need to find out what exact model# is of the ISP modem.
