High peaks latency Orbi RBR750

OK so seems like something happening with the Orbi system in router modem with the ONT. Your XTE is a gateway ONT so there is wifi and router there.
I see your not getting high pings direct behind the gateway.
Something to try, Use the ONE in router mode, disable wifi, then connect the RBR to the gateway and configure AP mode on the RBR: https://community.netgear.com/kb/en-orbi-knowledge-sharing/static-ip-address-configuration-for-ap-mode/2456256
