What Firmware version is currently loaded?
What is the Mfr and model# of the Internet Service Providers modem/ONT the NG router is connected too?
Be sure your using a good quality LAN cable between the modem and router. CAT6A STP is recommended.
What speed are you seeing for the WAN port of the RBR connected to your ISP modem/ONT?

Are you speed testing with the onboard speed test on the RBR, Orbi app or a ethernet PC connected behind the RBR or wirelessly?
What brand and model# device are you speed testing with?
IPv6, Armor, SPC or Traffic Meter enabled on the RBR?
Using ISP detected DNS or custom DNS?
You should see to spec speeds on the RBRs speed test, however speeds at the LAN port would max out at 2.5Gb range since there only 2.5Gb on the one port. Others are 1Gb ports.

Orbi firm 7.2.8.2
optimum 6e max router fiber 8gb service
brand new cat 6a cables connected
on board orbi test is 4.7 to 5gb down and 3.7 gb up
I have tested with the optimums techs tester connected directly from the modem connected with the cat6- cable.
I have also went out and purchased the new eero max 7 and connected to the fiber modem and tested the speed using the app through eero which read 7.8 up and down. I also connected the 10 fb port from the eero to a 10 gb adapter to a mac and read 7.8 up and down.
Everything is is reading the same speed except the orbi 10 gb port
