And you're testing with netgears built in speedtest site?
You're a little caught because the inboard test site doesn't always pick the fastest server. And the 963 only has a 10g wan port. The max lan port is 2.5g. So you can't even connect a different device to it to test a different test server.
My bet? Its not picking a decent server. The built-in one is flawed because you can't change the server, and it doesn't always pick the fastest one. It used to be a big issue when people were first getting 1 gig services and the test servers weren't fast enough to saturate the speeds. It got better with upgrades, but now people are creeping up on 5+ GB services and we're starting to see it again.
