Orbi 960 not obtaing a DHCP address from upstream carrier 5G modem/router.

Additionally, the previous ISP setup (HFC Cable --> Arris CM8200 --> Telstra Smart Modem 3 --> Netgear Orbi 960 also had a dual NAT. The Telstra smart modem presented 192.168.0.1/24 to the WAN port of the ORBI, which then did a second NAT to 10.0.0.1/24. This was functional without issue for 2 1/2 years.
>> If you can't bridge the modem, disable ALL wifi radios on the modem, configure the modems DMZ/ExposedHost or IP Pass-Through for the IP address the NG router gets from the modem. RES: The ISP firmware is very limited, there is no option to disable the WiFi, only to set the SID and Password. It is only possible to disable the guest WiFi and set guest WiFi isolation on or off. No option to set a DMZ.

Seems that this new ISP modem maybe the issue. Nokia Fastmile 3 model 5G12-13W-A
Something to ask the ISP about to see if they can disable WiFi on it.
Happen to have a non managed 1Gb LAN switch that you could put in between the RBR and your ISP router and connect only these two items to this switch?

ISP response was typical for an ISP. The help desk agent, had quite basic technical knowledge, and was working from a standard call script, turning off the WiFi was obviously not part of the script she had in front of her, so the only solution she was able to offer was to declare the current Nokia FastMile faulty, and to send another. Which at this point I declined, as I'm fairly certain that the Nokia FastMile is not faulty.
