30 feet distance is starting between the RBR and the RBS. 20 feet would be too close between the RBR and RBS.
Try channel 1 and 40 or 11 and 48.
Is IPv6 enabled on the RBR? IF it is, disable it.
Enable SIP ALG on the RBRs web page under Advanced Tab/Setup/WAN Setup.

Does problem happen if you turn OFF the RBS and just run with the RBR?

Yes, I tried this and it still runs into the same issue.

With all RBS online, you could downgrade the FW on the RBS first to v.21 then downgrade the RBR lastly.
After the RBS and RBR are downgraded, you'll need to factory reset the system and setup from scratch, then see if problem resolves or not.
