Yes, page 10 of the User Manual states that "solid white" means "The router is resetting to its factory default settings". The front LED is supposed to be off during normal operations.  Something is not right. User Manual is here:

What Firmware version is currently loaded?
What is the Mfr and model# of the Internet Service Providers modem/ONT the NG router is connected too?
