So on the 6E band can I assign devices that are not 6E capable like an iPhone 13 and PS5 to use that band or will they be unable to use it at all because they are not 6E devices.

iPhone 13/13 Pro/13 Pro Max and PS5 are not support WiFi 6E. Couldn't running on 6GHz.
You can't.
6ghz is a hardware difference. Its like to connect a 2.4ghz only device to a 5ghz network. It won't work.
The only devices that can connect to 6ghz are those that have the built in capability
