Could you please check the connection between Orbi and AT&T devices by looking at the Orbi web interface

(http://orbilogin.net ) on the Advanced Tab. Click the Blue Box Show Statistics in the upper right box.

This will display the speed of the various router connections:

Does the WAN port display 1000M/Full, or does it display 100M/Full?

 

If it displays 100M/Full, that is an indication that the AT&T device and the Orbi router have auto negotiated the maximum speed that they support over the link to be "Fast Ethernet" (100megabits/sec).

This often indicates a problem with the Ethernet connection, such as:

• A fault with the cable
• A fault with the RJ45 connector on one end (or both ends) of the cable
• A fault with one of the RJ45 jacks, perhaps a bent pin

If this is the case, taking a close look at the RJ45 ports and replacing the cable are good steps.

 

What Firmware version is currently loaded?
What is the Mfr and model# of the Internet Service Providers modem/ONT the NG router is connected too?
Be sure your using a good quality LAN cable between the modem and router. CAT6A STP is recommended. 
How many RBS are deployed? 
What is the size of your home? Sq Ft?

Does this happen with the RBS turned OFF? 
Does this happen with both wireless and wired devices? 
What channel configurations are currently set on the router?
