Try reinstalling the firmware and then doing a factory reset and reinstall.
Maybe something is corrupt in the firmware or settings.

plemans Reinstalled the latest firmware (4.6.7.13), performed factory reset on both the Router and Satellite and the problem still exists. Here are the speeds in order of closest to the router:
Desktop (iMac Monterey) 83.95 down/33.54 Up
Iphone 10.06 down
Macbook Pro Laptop 7.33 down/ 4.20 up
Iphone #2 7.83 down/ 3.00 up
All are within 10 feet...nothing else connected. All were tested multiple times.

power off the satellite and just test the router's speeds.
If you're still getting the low speeds directly off the router, it could be the router thats causing the issue.

plemans turned off the satellite and speeds are unfortunately still horrible 28.91 down 26.34 up. Its only a little over a year old! $697.96 (😩) off Amazon on Jan 31, 2021 with no tech support after 90 days, is there anything I can do?? This really really hurts the Netgear brand for me.

try downgrading the firmware a version. AFter the install, factory reset the router.
Then test it in its default configuration.
After that, put it in app mode to the att device (att in router mode) and test it again.
don't change anything that isn't needed to be changed during setup.

You can't downgrade FW from v4 back to v3.

However, in order to return my router I must get an RMA number by contacting technical support…except my complimentary customer support ended after 90 days? Is there another number I can call that you guys know of?

Thats the number you call. If its not a hardware issue and turns out to be a user/setup issue, it does cost $.
You get 90 days of free support to where they'll help you connect devices, troubleshoot, etc. But if you're outside of that window, the troubleshooting does cost $. If its a hardware failure, you can get that refunded (that's my understanding but get them to agree to it up front).

you have to go through the support site to get it.
To get a hold of support. Click on "MyNetgear" at the top.
Register an account (or login) and then the device.
From there you can start the support process. Keep in mind that its only free for the first 90 days.
